Abel Jabol, CIO, Conseil national des barreaux (CNB)
The French National Bar Council (Conseil National des Barreaux or CNB) wanted to digitize its procedures by introducing a dedicated private cloud platform for lawyers, which interfaces with the judicial system's virtual private network. The platform needed to be secure, available 24/7 and one that the entire sector could use for communications with the various jurisdictions.
Comments from Patrick Le Donne, Chairman of the CNB's Intranet and New Technologies Committee
What did the French National Bar Council need?
Our requirement, imposed by the chancellery, was to guarantee the security and confidentiality of exchanges between lawyers and the courts.
What did you implement?
Pursuant to the Act of 18 November 2016, the CNB was required to digitalize its communications by establishing a virtual private network that interfaces with the judicial system's virtual private network. To do that, we needed a platform that would secure the communications as well as the environment in which the lawyers work, 24/7.

Why did you choose Orange Business?
We chose Orange Business for three reasons. First, for security. We must maintain a high level of security for our communications, so we have a private data center in Val de Reuil (France) that is equivalent to a Tier 4 data center. Second, we chose Orange for reliability. The solution includes a private platform with backup functionality. And lastly, of course, was for the availability of the Orange teams – Orange supported us from start to finish.
What are the main challenges you faced?
The first challenge was the large amount of data that had been accumulated over more than ten years. Next was the large number of partners involved, especially with the Conseil d'Etat and Infogreffe. The last major challenge was to ensure that the server virtualization process complied with the high level of security that was required.
What are the results today?
Orange Business used its technical expertise to design the new platform in Val de Reuil and to make sure that it was performing optimally from the day it was launched. The results are positive: we have increased the availability of the platform and it is very reliable. Over 300,000 messages are exchanged on the platform every month. The CNB is now able to keep up with technological developments, and we are considering many other projects with the Ministry of Justice.
- Implementation of a secure and reliable platform for communications between lawyers and the courts
- Exclusively French outsourcing solution with a Tier 4-equivalent data center in Val de Reuil
- Dedicated platform with dual-room backup
- Seamless deployment of the service, which was essential
- Time saved for the CNB
